April 6, 2010 - Senator Lloyd Smucker presented a Senate Citation recognizing Colleen Young-Horton. Ms. Young-Horton was the recipient of the Community Action Association of Pennsylvania Self-Sufficiency Award given to individuals who through extraordinary determination overcame insurmountable odds to achieve self-sufficiency. Mr. Young-Horton was forced to stop working in 2006 due to complications in her pregnancy. With no income or health care coverage, she sought assistance through the Community Action Program of Lancaster County. With CAP's assistance, Colleen received employment training and in 2007 was hired as a full-time case manager for a local family service agency working with at-risk juveniles. Today, Ms. Young-Horton is self-sufficient thanks to the services and counseling she received from CAP.
